Deputy Prime Minister Tran Hong Ha has approved the master plan on Hoa Binh province for the 2021-2030 period, with a vision to 2050



 Hoa Binh city is planned to be a hub of economic growth.


The planning is one of the four strategic breakthrough tasks in the implementation of the Resolution of the 17th Congress of the Provincial Party Organisation for the 2020-2025 tenure.

The scope of the planning covers the entire natural area of Hoa Binh province, totalling 459,029ha with 10 administrative units. The development goal by 2030 is for Hoa Binh to achieve a relatively high level of development, with average income in the leading group in the northern midland and mountainous region. By 2050, it aims to become a developed province with a high per capita income, serving as a centre for services, tourism and leading processing industries in the northern midland and mountainous region. 

With specific targets set for 2030 and a vision toward 2050, and clearly defined six major tasks and five development breakthroughs, the plan also outlines the development directions for key sectors.

Together with the industry development plan, the master plan emphasises the organisation of socio-economic activities. Accordingly, economic growth pillars are identified to develop in a multi-polar concentration model, forming high-speed and sustainable development hubs based on the strengths of industrial, commercial-service and tourism urban areas, creating momentum for socio-economic development. Urban areas like Hoa Binh City and Luong Son will play a direct role and have a ripple effect on other localities within the province. Towns like Bo, Ba Hang Doi, and Chi Ne serve as dynamic development areas for the eastern districts, acting as a bridge between Hanoi and the northern midland and mountainous region. Towns like Hang Tram, Vu Ban have roles in the economic development of the southern districts. Towns such as Cao Phong, Da Bac, Mai Chau, and Man Duc act as driving forces for promoting development in the area around Hoa Binh lake and the western areas.

The master plan also presents development plans for functional areas, technical infrastructure structure, urban and district infrastructure development, environment protection, and strategies for exploiting, using, protecting resources; biodiversity, disaster prevention and climate change adaptation.

On January 22, Hoa Binh province officially announced its master plan for the 2021-2030 period, with a vision to 2050.
