The event was attended by Pham Thi Hoe, Vice President of the Vietnam Study Encouragement Association; Standing Vice Secretary of the provincial Party Committee, Chairman of the Provincial People’s Council Tran Dang Ninh; Vice Chairman of the provincial People’s Committee Nguyen Van Chuong; and leaders of provincial departments.

Over the past 20 years, the association has seen strong development. Currently, it has 3,649 chapters in all hamlets, villages, and residential areas, with an increasing number of members, accounting for 23.1 percent of the province’s population. Study and talent encouragement movements have been launched and implemented widely, such as: "building studious families and communities”; "Study encouragement drum beat”; "Pig banks for study”. The movements aim to strengthen and improve the operation quality of the community support centres and to support education at schools.

Focus has been put on setting up and developing study encouragement funds at all levels. Nearly 102 billion VND (4.5 million USD) was raised over the past years for the work. Nearly 54,000 scholarships and 122,000 gifts were offered to units and individuals with outstanding achievements in the study and talent encouragement.

Addressing the event, Pham Thi Hoe, Vice President of the Vietnam Study Encouragement Association, and Tran Dang Ninh, Standing Vice Chairman of the provincial Party Committee and Chairman of the provincial People’s Council, acknowledged and lauded the efforts the provincial association has made over the past 20 years. The leaders requested political social organisations at all levels to continue implementing the Directive in order to raise awareness and sense of responsibilities among levels, sectors and all people on study and talent encouragement and learning society building.

Publicity campaign needs to be promoted to help people understand more about the importance of life-long and continuous learning.

The association should actively cooperate with other social political organisations to improve the quality of study and talent encouragement movements.

The outstanding role models of "study families” and "good people and good deeds” should be multiplied while improving the performance of the association’s chapters at all levels, with focus on updating their operation methods and tasks.

A conference was held to review the five year implementation of Directive 10 of the provincial People’s Committee, dated August 20, 2012 on "Continue promoting study and talent encouragement, building up a learning society.”

On the occasion, several organisations and individuals were honoured for their outstanding achievements in study and talent encouragement and learning society building.
