Over the years, Hoa Binh has shown strong performance in applying information technology (IT) in building an electronic government, ensuring information security and contributing to developing a smart and modern city.


The office for receiving and responding to administrative requests of Phuong Lam ward in Hoa Binh city has created favourable conditions for local residents and organisations in processing administrative procedures.


Nguyen Thu Huyen, a resident of Phuong Lam ward, said that IT has made administrative procedure processing much easier, adding that residents can search information on necessary steps and procedures on the online portal of the ward to prepare necessary dossiers, thus making the process faster.

Nguyen Viet Hung, Vice Chairman of the People’s Committee and Vice Chairman of the Committee for Digital Transformation of Hoa Binh city, said that the city has defined IT application and digital transformation as a key and regular task, and issued many specific plans and programmes to implement the scheme.

Last year, Hoa Binh city led all localities in Hoa Binh province in the administrative reform index and the level of satisfaction among people and organisations for public services, he said.

Hung said that the city has paid great attention to developing digital infrastructure and data, noting that the city has deployed Level-2 specialised data transmission network connection infrastructure in all the 19 wards and communes, along with an online video conferencing system and a high-speed Internet network. Currently, the city has 20 online portals with a high level of security.

At the same time, 100% of the agency and unit leaders have directly processed incoming and outgoing documents through the document management software system and digitally signed documents. The number of outgoing documents sent entirely in the electronic form is 16,777, while 709 work records are processed in the electronic environment.

In the first six months of this year, the city received 14,332 administrative requests, of which 14,252 were processed and responded through the electronic one-stop software. The city has digitalised 9,990 out of the 14,471 dossiers, reaching 69.45%.

In the coming time, Hoa Binh city aims to continue rolling out measures to speed up the expansion of document management and regulation software system and the application of digital signatures, ensuring all incoming documents are signed digitally. It will strengthen the supply of online public services and payments, while encouraging and guiding people and businesses to use public administrative services in the online environment, the official said.
