The Hoa Binh provincial People’s Committee has held a teleconference to launch the socio-economic development and state budget plans for 2025. Nguyen Phi Long, alternate member of the Party Central Committee and Secretary of the provincial Party Committee, attended and gave directions at the event, which was chaired by Bui Duc Hinh, Standing Vice Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee.

In 2024, Hoa Binh province fruitfully carried out the set tasks and targets, obtaining relatively comprehensive results in all aspects. It achieved or surpassed all the 19 socio-economic targets.
To implement the resolutions on socio-economic development and state budget tasks for 2025 issued by the provincial Party Committee and the provincial People’s Council, the provincial People’s Committee has set 25 targets for departments, sectors, district-level administrations, and units to fulfill.
Major targets include a gross regional domestic product (GRDP) growth rate of 9%, state budget revenue of 7.08 trillion VND (278.5 million USD), 4.9 million tourist arrivals, an increase of 12% in the industrial production index, and over 2.36 billion USD in exports.
To reach those targets, the provincial People’s Committee outlined 11 key tasks and measures so as to successfully carry out the socio-economic development and state budget plans for 2025.
Addressing the conference, Secretary Long praised the province’s achievements in socio-economic development last year. He stressed that 2025 is particularly important as it is the final year for implementing the resolution of the 17th provincial Party Congress and the five-year socio-economic development plan 2021 - 2025. It is also the year for all-level Party congresses ahead of the 14th National Party Congress, as well as for a revolution of apparatus streamlining. Therefore, all-level authorities, localities, and units must exert utmost efforts to make progress and complete all tasks, from those on the Party building and socio-economic development to the ones on defence - security, helping herald a new era – that of the nation’s rise. That requests local cadres to work harder, show stronger determination, and make more dedications.
To achieve the set targets, aside from adopting the outlined measures, Party committees and administrations at all level in the province must also ensure the successful organisation of all-level Party congresses for the 2025 - 2030 tenure in accordance with the Politburo’s Directive No. 35.
In addition, they need to apply themselves to re-organising the apparatus towards leanness, efficiency, and effectiveness. They should consider this as a revolution of apparatus streamlining linked with staff restructuring.
Long demanded attention be paid to achieving a growth rate of over 10%, collecting about 7.7 - 8 trillion VND for the state budget, accelerating key projects of the province, starting work on all important projects by May 2025, improving the business climate and the provincial competitiveness, and attracting highly capable enterprises.
He also ordered stepping up the combat against corruption and wastefulness, especially wastefulness, in conformity with the directions of the Party Central Committee’s Secretariat. Besides, it is necessary to ensure national defence - security and social order for socio-economic development, and guarantee safety for all-level Party congresses as well as major holidays.
The official also asked that to prepare for the Lunar New Year (Tet), all-level authorities need to speed up the eradication makeshift and dilapidated housing so that the needy can move in new houses before Tet. Additionally, they have to deliver assistance to the poor and policy beneficiaries so that no one is left behind. Tet celebrations should be organised in a safe and healthy manner to bring joy to all people.
As soon as the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam) was founded, to protect and consolidate the revolution’s achievements, under the Party’s leadership, the provisional Government led by President Ho Chi Minh issued a series of decrees to manage and construct the country.
