March 3 marked the first official working day for specialised agencies under the provincial People's Committee following the merger or transfer of functions and tasks from the previous agencies. On this day, the newly merged departments and agencies took proactive steps to arrange personnel, organise workflows, and implement tasks efficiently, ensuring that administrative procedures were carried out smoothly without interruption.

On the morning of March 3, the provincial Administrative
Service Centre saw a considerable number of citizens coming in to handle
administrative procedures, mainly those related to driving license renewal.
Senior Lieutenant Colonel Dinh Thi Thu Hang, deputy head of the Traffic Police
Division, stated that immediately after receiving the task of driving license
renewal and testing from the former Department of Transport, now part of the
Department of Construction, a driving license testing and renewal team was
established under the Traffic Police Division.
They quickly started processing applications for driving
license renewals for local residents. Although March 3 was the first official
working day of the month, to ensure that administrative procedures were not
disrupted, the division began processing driving license renewals starting
March 1, immediately following the handover from the Department of Construction
on February 28. While using the software to perform this task, they have worked
closely with the relevant authorities and software providers to ensure the
process is as convenient as possible for the public.
Along with the provincial Department of Public Security's
service counter, new service counters for various newly established departments
at the provincial Administrative Service Centre were also fully staffed to
assist citizens with their administrative procedures, ensuring a seamless and
continuous process.
The provincial Department of Ethnic and Religious Affairs
was formed based on the responsibilities of the former Committee for Ethnic
Affairs and took over the state management of religious affairs from the
provincial Department of Home Affairs. Shortly after its establishment, the
Department of Ethnic and Religious Affairs successfully organised its
structure, including seven professional divisions and subordinate units. All
units are now fully staffed, with workspaces arranged, and operations have
commenced.
The new Department of Finance was also formed by merging the
Department of Planning and Investment with the old Department of Finance.
Following the provincial People's Committee's guidance, the department quickly
stabilised its structure post-merger, appropriately allocated personnel, and started
working according to the new organisational framework. The department’s
leadership has also directed employees to adhere to the new regulations on
functions, tasks, and powers following the merger. Additionally, the use of
seals and the implementation of administrative procedures under the new
structure have been carried out quickly, ensuring that the specialised tasks of
various divisions and units are not affected.
According to Resolution No. 499/NQ-HDND, dated February 6,
2025, of the provincial People's Council on the establishment and
reorganisation of specialised agencies under the provincial, after the
restructuring, the provincial People's Committee has 13 specialised agencies
which officially began operating on March 1.
In the spirit of "Party members go first, the people follow”, all households of Party members in the Doan Ket sub-region in Da Bac town, Da Bac district, voluntarily removed gates and fences, and donated land when the road expansion project passed through their properties. Inspired by their example, 68 households in the sub-region quickly followed suit, contributing over 1,400 sq.m of residential and perennial cropland to widen the main road through the residential area. The exemplary role of Party members in Doan Ket stands as a shining example of studying and following President Ho Chi Minh’s thought, morality, and lifestyle.
The Hoa Binh provincial People's Committee held a monthly meeting on May 29 to assess the implementation of socio-economic development tasks in the first six months of 2025, the progress of key projects, and some other important issues.
During his lifetime, President Ho Chi Minh always expressed his deep affection and special concern for children and youth. He once emphasized: "Caring for and educating children well is the responsibility of the entire Party and the entire people”; "First of all, the family (i.e. grandparents, parents, siblings) must do this job well”. "the Party Committees…, the Children’s Committee, the Youth Union, the education sector, and all related organizations must have specific plans to ensure children grow healthier and more progressive”. His teachings has been remaining valuable and serving as the guiding principles in the work of protecting, caring for, and educating children. In line with this ideology, Hoa Binh Province has continuously been prioritizing and investing resources in the well-being of children in recent years.
Mr. Nguyen Phi Long, the alternate Member of the Party Central Committee and Secretary of the Provincial Party Committee chaired the meeting of the Standing Committee of the Provincial Party Committee to provide opinions on several investment projects within the province. There was the attendance of Ms. Bui Thi Minh, the Permanent Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People’s Council; Mr. Bui Đuc Hinh, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee and other members of the Standing Committee; the leaders from other departments, agencies, and some localities.
The Standing Board of the Vietnam Fatherland Front (VFF) Committee of Hoa Binh province held a meeting on May 28 to honour outstanding village elders, village heads, and reputable individuals from local ethnic minority and religious communities.
In mid-May, the provincial Museum organised an exhibition named "Duoi la co Dang Cong san Viet Nam quang vinh” (Under the flag of the glorious Communist Party of Vietnam). This meaningful activity took place in the joyful atmosphere to celebrate the country's major holidays and the Party congresses at all levels for the 2025-2030 term, towards the 14th National Party Congress.
