Throughout his revolutionary life, Uncle Ho visited Hoa Binh province four times. He also sent dozens of letters, telegrams, greeting cards, and heartfelt messages to local officials, Party members, and people of all ethnic groups, urging them to remain united, support one another, strive for progress, and actively engage in both production and resistance efforts to build a prosperous homeland.

His visit to the Kim Boi district Party Committee on September
19, 1964, served as a source of encouragement and pride, becoming a motivation
for officials and residents of all ethnic groups in Hoa Binh to overcome
challenges and implement his teachings. Following the visit, the district Party
Committee launched a movement encouraging all officials, Party members, and
citizens to follow the leader’s instructions. As a result, the district
recorded remarkable achievements in both production and cultural development,
with the cooperative movement expanding significantly across the area.
Inspired by Uncle Ho’s words, Kim Boi has emerged as a pioneer in agricultural
restructuring, land consolidation, and new-style rural development. It is also
one ofthe leading localities in completing site clearance for key
infrastructure projects, supporting investors in tapping local mineral springs,
natural landscapes, and cultural heritage, aiming to become a major tourism hub
for both the province and the region.
At Hoa Binh Ethnic Boarding High School, formerly known as the
Hoa Binh Socialist Labour Youth School, where President Ho visited in 1962,
generations of teachers, staff, and students have strived to uphold his
teachings. The school has evolved into an outstanding model, acknowledged both
domestically and internationally. It leads among ethnic boarding high schools
in the "Good Teaching – Good Learning” movement. From 2021 to 2024, the school
achieved a 100% graduation rate, with more than 96% of students gaining
admission to universities, colleges, or preparatory programmes annually. The
school continues to build on this success, working toward becoming a high-quality
educational centre focused on nurturing ethnic minority students and developing
future leaders for the province and the nation.
In Luong Son district, the leader’s guidance has inspired efforts to transform
the locality into a core economic, commercial, and service center. Meanwhile,
Lac Thuy district is vigorously pursuing infrastructure development and
agricultural advancement to improve living standards for its people.
By putting Uncle Ho’s teachings, delivered during his visits and enshrined in
his Testament, into action, the Party organisation and people of Hoa Binh have
actively promoted patriotic emulation movements. They have earnestly
implemented the study and practice of his thought, morality, and style,
creatively applying the Party’s resolutions and directives to local realities.
These efforts have yielded substantial results in Party-building,
socio-economic growth, and the safeguarding of national defense and security.
All sectors, agencies, and localities have adopted practical measures to carry
out Uncle Ho’s teachings in line with Directive No. 05-CT/TW. The province has
established and sustained 1,838 exemplary models of studying and following his
ideology, ethics, and lifestyle. Among them are devoted teachers, innovative
entrepreneurs boosting agricultural and forestry production, and committed
individuals—cadres, Party members, veterans, workers, and farmers—who
voluntarily serve in remote and mountainous areas, braving hardships for the
well-being and peace of the people.
Local leaders have led by example in upholding public service ethics, embodying
the values of dedication, integrity, and a people-centre approach. The Party
Committees of Lac Son and Lac Thuy districts have focused on breakthroughs in
cadre rotation and grassroots communication to resolve sensitive issues and
manage key investment projects. The Party Committee of Hoa Binh Cityhas
emphasised the responsibilities of leaders in ensuring effective urban
management and order.
In 2024, the province achieved all 19 of its development targets with per
capita income reaching 80 million VND (about 3,079 USD), and the poverty rate
dropping to 6.67%. In the first quarter of 2025, despite undergoing
organisational restructuring, Hoa Binh recorded an impressive economic growth rate
of 12.76%, ranking second nationwide. Strong leadership in directing key and
breakthrough initiatives, such as regional connectivity roads, the Hoa Binh–Moc
Chau Expressway, major infrastructure developments, and off-budget investment
projects, has laid a stepping stone for the province to achieve rapid and
sustainable growth.
Nguyen Phi Long, alternate Member of the Party Central Committee and Secretary of the Hoa Binh Party Committee, on May 14 chaired a meeting of the provincial steering committee for its programme to eliminate makeshift and dilapidated housing for the poor. The session reviewed the programme’s outcomes to date and discussed forthcoming tasks.
The Steering Committee for Sci-tech Development, Innovation, Digital Transformation, and Project 06 of Hoa Binh province held a conference on May 12 to review the 2024 results of the Public Administration Reform (PAR) Index, Citizen Satisfaction Index, and Provincial Governance and Public Administration Performance Index (PAPI). The meeting was chaired by Bui Duc Hinh, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee.
Hoa Binh city was filled with a democratic atmosphere as local authorities conducted a survey of public opinions regarding the proposal to restructure provincial and communal administrative units during late April. The survey is considered a significant step, reflecting the administration's commitment to valuing the voices of the people on a major initiative that profoundly impacts the future development of the locality.
The Hoa Binh provincial People’s Committee held its regular monthly meeting on April 23 to review the socio-economic situation in April and the first four months of this year, and to provide feedback on draft documents to be submitted to the Standing Board of the provincial Party Committee and the provincial People’s Council, along with other matters related to the province’s governance. Bui Duc Hinh, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee, chaired the event.
Not just a popular destination during holidays and festivals, the Hoa Binh hydropower plant welcomes visitors daily, drawing thousands each year to contemplate and learn about this monumental symbol of national pride. It is estimated that more than 60,000 tourists visit the plant annually.
