(HBO) - In 2020, Hoa Binh People’s Committee rolled out various measures to improve quality of administrative reforms and public services, contributing to the province’s socio-economic development.

Accordingly, the Chairman of the Provincial People's Committee issued 77 decisions to announce 807 administrative procedures under jurisdiction of three levels of authorities in the province (of them 340 are new administrative procedures, 267 amended, supplemented and replaced; and 200 others removed).

The Chairman also issued 10 decisions to adopt the plan to simplify administrative procedures across the fields of interior; culture-sports and tourism; industry and trade; labour, invalids and social affairs; transport; health; information and communications; and education and training. Recommendations to simplify some components of documents, shorten time for the settlement of 30 administrative procedures were put forth. Of note, there were fields that reduce up to 50 percent of processing time. The amount saved after administrative procedures streamlining exceeded 458 million VND (20,000 USD). The number of procedures handled via the one-singled window mechanism topped 1,823. Attention was paid to the implementation of electronic administrative procedures.

In 2020, the province received and settled 124,239 documents through online public services at 3 and 4 level, an increase of 11-fold compared to 2019. Hoa Binh city and the districts of Luong Son, Lac Son, Cao Phong, Tan Lac; along with the Departments of Industry and Trade, Justice, Construction, and Planning and Investment had the highest number of records.

Currently, all administrative agencies and non-business units of the province have their job descriptions approved in line with their positions. Accordingly, agencies and units have arranged and restructured the contingent of cadres and civil servants under their management, ensuring the capacity framework of each job position. For civil servants recruited before the Law on Cadres and Civil Servants took effect, if their professional qualifications are not suitable for their job positions, they must apply for a second degree or a master's degree with the appropriate specialty and capacity framework.

The recruitment, assignment, planning, appointment, reception, transfer, and training of civil servants and public employees have been strictly observed, in tandem with legal regulations on the basis of demand, the structure of civil servants and public employees and assigned payroll quotas.

In 2020, the province decided to conduct the appointment, re-appointment and transfer of 28 cadres and civil servants under the management of the provincial Party Committee’s standing board and the Party civil affairs committee of the provincial People's Committee.

It also organised another public employee recruitment exam for 2019; exams on promotion of rankings for public servants and educational officials. The province arranged 158 training courses for 14,075 students.

However, limitations remain in administrative reforms and the quality of public services of the province. Some agencies and units have not promptly updated the process of handling administrative procedures on the province's electronic software and the number of documents at level 3 and 4 remains modest. Competency frameworks for several job positions lack suitable majors.

Deputy Director of Department of Home Affairs Bui Duy Phuong said that the Department is working with others to provide counselling for the Party Committee and People's Committee in the implementation of a number of solutions which seek to improve the quality of administrative reforms and civil services.

Relevant agencies are mulling over a project on bolstering the province’s administrative reforms in the 2021-2023 and work to effectively carry out the work in accordance with the plan. They will also strive to maintain and improve the quality and efficiency of operations of the province’s public administration service centre, along with the districts and communes’ one-singled window department; as well as support people and businesses in handling administrative complaints through public service at level 3 and 4.

The agencies will strictly comply with regulations on cadres, civil servants, public employees, and policies on streamlining the payroll in line with the roadmap and targets assigned by the provincial People's Committee.

Stepping up IT application in the management of all fields, especially the economic and technical sectors to improve the province's competitiveness, is also high on the agenda. At the same time, the agencies will strengthen the inspection and examination of the settlement of administrative procedures, civil and public servants, and strictly punish those who violate the regulations./.
