Participants shared the view that amid numerous difficulties and challenges, the Party organisation, administration, armed forces, businesses, and people of all ethnic groups in Hoa Binh have brought into play the spirit of solidarity, reform, and creativity to take strong and comprehensive measures to fulfill the tasks and targets for 2023.

The province expects to reach and surpass 15 of the 20 set targets. In particular, it has worked effectively to make strategic breakthroughs, complete and submit the Provincial Planning for 2021 - 2030 with a vision to 2050 to the Prime Minister for approval, and grasp and tackle difficulties and obstacles to the implementation of key projects in a timely manner.

This year, Hoa Binh is set to have seven more communes recognised as new-style rural areas, raising the number of such communes to 80, equivalent to 62.01% of the total. The export turnover is estimated at more than 1.69 billion USD, up 17.94% from last year. More attention has also been paid to culture, education - training, health care, science - technology, information - communications, labour, and employment. The household poverty rate is hoped to fall by 2.5% to 9.79%.

However, it may still fail to achieve some main economic targets, including the growth of gross regional domestic product (GRDP) (estimated at 0.38%), per capita GRDP (69.09 million VND, or over 2,800 USD), and state budget revenue (4.35 trillion VND).

With a high sense of responsibility, officials looked into the results obtained in 2023, orientations and targets for 2024, measures for the Party and political system building, solutions for making the four strategic breakthroughs, the state budget as well as local budget collection and spending this year, and the budget allocation plan for next year.

Concluding the session, Secretary of the provincial Party Committee Long recognised the implementation results of the political tasks in 2023 and agreed on the 19 main targets for 2024.

He asked for more attention to the Party building; proactively examining, monitoring, and preventing corruption and wastefulness; further improving people’s life quality, especially in remote and mountainous areas; and holding celebrations of the Lunar New Year 2024 in a joyful, proper, safe, and economical manner to create a new impetus for the successful implementation of the resolutions of the 13th National Party Congress and the all-level Party congresses for the 2020 - 2025 tenure.

He also demanded fruitfully implementing the three national target programmes; announcing, managing, and effective carrying out the Provincial Planning for 2021 - 2030 with a vision to 2050; pressing on with efforts to make the strategic breakthroughs; and completing infrastructure at the Yen Quang, Binh Phu, Nhuan Trach, and Lac Thinh industrial parks and some industrial clusters.

In addition, it is necessary to promote the effectiveness and efficiency of the State apparatus, remove difficulties facing businesses and investors, and attract some major manufacturing businesses to contribute to the stability of the local economy. Authorities also need to strongly popularise the province’s tourism potential and carry out the project on preserving the Muong ethnic group’s culture and the Hoa Binh civilisation, Long went on.

The secretary called on members of the provincial Party Committee and other officials to make joint efforts and share consensus to bring into play the obtained results and the solidarity tradition to create new morale for fulfilling the targets and tasks for 2024.
