The fields in the service sector such as tourism, the total wholesale and retail sales, transportation... all failed to meet the set plan. The production and business activities of the enterprises were difficult; Many businesses operated below the capacity due to lack of raw materials and labor. In 2020, the number of tourists coming to the province decreased to 1.9 million turns, in 2021 it continued to decrease to more than 1.4 million turns (while in 2019 it was 3 million turns)...

The strong innovation in direction and administration

Faced with the internal limitations not having been resolved for many years and new challenges arising, the Standing Committee of the Provincial Party Committee and the Provincial Party Executive Committee determined that it was necesasary to continue uniting, and being wise with the difficulties and challenges. In particular, there had to be a lot of innovation and creativity, closely following the full-course work program, and promptly adding the important tasks to the work program.

First of all, the documents of the Standing Committee of the Provincial Party Committee and the Provincial Party Executive Committee needed to be focused on directing and organizing the drastic and effective implementation of the important, arising and unprecedented issues, serving as a basis for the levels and sectors to implement. It was suggested avoiding being general and flat; The direction and administration work was carried out in the direction of "clear people, right work”. The Standing Committee of the Provincial Party Committee assigned the specific tasks to the heads of the Party Committee, namely the Secretary of the City’s Party Committee and the Secretary of the District’s Party Committee, who were responsible for the contents of the specific work in the area. To remove difficulties for the key projects in the province, on October 31, 2022, the Provincial Party Committee issued Decision No. 698-QD/TU to establish the Board of Directors to direct the implementation of the key projects of the province.

In addition, the work of building and rectifying the Party and the political system was given the special importance with high political determination, harmoniously combining with "buildinga” and "fighting”. The fight against corruption and negativity was synchronously, methodically and effectively implemented in depth. A series of breakthrough solutions were implemented by the Provincial Party Committee such as assigning the leaders of the provincial departments and branches to be in charge of the communes; promoting rotation and training of the staff; selecting a team of female officials, young officials, and ethnic minorities to train, foster and create resources: consolidating the leadership positions of the agencies, the units and the localities, overcoming the local situations, being closed in the personnel work...

At the same time, the leadership and direction of the tasks of socio-economic development were carried out on the basis of the comprehensive assessment, correctly forecasting the situation, and proactively setting out the appropriate policies and solutions. Four strategic breakthroughs were focused on effectively implementing. It could be said that there were many innovations in the leadership methods and work styles. The leadership and direction made an important contribution to helping our province gradually overcome challenges and recover the economy after the pandemics.

The remarkable results

Determined to implement the goals of the Resolution of the 17th Congress of the Provincial, first of all was to develop agriculture in a safe and effective direction, producing large goods associated with the consumer market. The average income value per area of cultivated land reaches 160-165 million VND/ha; The growth rate of GRDP in agriculture, forestry and fisheries reached 4.69%/year. The construction of the new rural areas continued to achieve many exciting results, the number of the communes meeting the standards of the new rural areas by the end of 2023 is 80 communes. The appearance of the countryside is increasingly improving, being spacious, green - clean - beautiful.

In the first half of the term, our province has maximized its potential and strengths to make tourism become a key economic sector. In particular, the implementation of the strategic breakthroughs has achieved many remarkable results. The Provincial Planning for the period of 2021-2030 has been prepared, with a vision to 2050; the land use planning for the districts and the city in the period of 2021-2030, th eplan for 5-year land use (2021-2025) at the provincial level, th eplan for the annual land use at the district’s level and the construction plan in the area. The province has also promoted the improvements in the administrative procedures and processes, shortening the time for appraisal and resolution of administrative procedures by 30% compared to the current legal regulations. The number of the administrative procedures eligible for online settlement at level 3 and level 4 accounts for over 76%, with 50% of the administrative procedures regarding the payment of fees and charges applying online payment.

Many key transportation projects have been started; the irrigation infrastructure; electricity supply, urban areas, clean water supply, information technology, services and society have been concerned, ensuring the goal of harmonious and sustainable development. In the period of 2021 - 2023, the average rate of GRDP growth in the province is estimated to reach 5.4%; The growth rate of the export turnover is estimated at 18%; The total state budget revenue reaches over 17.1 trillion VND...

Overcoming many challenges, the numbers our province achieved in the last half term has opened up hope and they are the motivation for the province to continue to be determined, try and accelerate to reach the finish line and complete the goals of the term of 2020 - 2025.
