Hoa Binh has made significant strides in digital transformation across sectors, achieving substantial administrative reforms and improving public services.

The provincial Department of Education and Training, in collaboration with various entities, has established a comprehensive database and smart education ecosystem.

As of December 2024, 98.4% of student and teacher data had been integrated with the national database. Initiatives such as eNetViet communication, digital records, and university registration via the public service portal have streamlined processes, benefiting educators and students alike.

All provincial and district medical facilities have adopted cashless payments and enabled services using chip-based ID cards. Over 103,000 electronic health records and 106,000 digital health insurance cards have been issued. These advancements simplify procedures, especially for rural residents.

The labour, invalids, and social affairs sector has digitised data for over 168,000 children and 371,000 workers, ensuring accurate records. Digital payments now account for more than 77% of monthly social welfare disbursements, improving efficiency and transparency.

Residents, such as those in remote Da Bac, benefit from easier access to administrative services through electronic ID accounts and the public service portal. Local officials report increased efficiency in governance, eliminating time-consuming travel for meetings and enhancing communication with remote areas.

The province has simplified 70 administrative procedures, integrated over 1,300 services into the national portal, and verified 68% of digital ID accounts. Digital healthcare coverage for 232 facilities has reached 100%, and nearly all citizens now hold digital ID cards.

Hoa Binh’s digital transformation exemplifies a shift towards a modernised, efficient society, empowering its residents and strengthening governance. These efforts mark a critical step in building a digital government and society.
