In Hoa Binh province, this spirit is not just a slogan, it’s being put into action through concrete initiatives that form a "new development triangle”: digital citizenship, digital economy, and digital administration.

Hoa Binh is prioritising the creation of a digital administration to drive and
lead digital transformation, with a focus on sectors where it holds competitive
advantages and where digital technologies can improve government operations and
public services for citizens and businesses. It has rolled out multiple steps
to enhance digital transformation in trade, including improving awareness,
upgrading IT infrastructure, and assisting businesses to take their products
online, especially through bolstered supply-demand connections.
A key element of this shift involves recognising the pivotal role of citizens,
especially ethnic minorities, as active players in the digital ecosystem.
Yet challenges persist. Limited workforce capacity, gaps in infrastructure, and
uneven public awareness of digital tools remain hurdles, even as Hoa Binh
pursues comprehensive reforms.
According to Nguyen Phi Long, alternate member of the Party Central Committee
and Secretary of the provincial Party Committee, the standing board of the
provincial Party Committee has issued an action plan to realise Resolution 57,
identifying it as one of five critical tasks to propel socio-economic
development.
The plan seeks to harness sci-tech, innovation and digital transformation to
modernise local industries and build a knowledge-based economy, boosting
productivity, quality, efficiency, and competitiveness.
At the same time, Hoa Binh is laying the groundwork for a transparent, modern
digital government by digitising administrative processes. Efforts are underway
to develop integrated digital infrastructure across provincial, district, and
commune levels, while also improving workforce skills, enhancing coordination
and oversight, and rallying community participation to drive sci-tech,
innovation and digital initiatives.
In the afternoon of June 6, the Party Committee, the People's Council, the People's Committee and the Fatherland Front of Lac Son district solemnly held a meeting to celebrate the 139th anniversary of the district's founding (1886–2025) and the 79th anniversary of the establishment of the district's Party Committee (1946–2025).
