Hoa Binh province has made notable progress in public administration reform and digital government development, with the satisfaction index among citizens and businesses reaching over 84%, according to recent government evaluations.
Thanks to increased communications about digital transformation and the application of digital technology, residents in Hang Kia commune of Mai Chau district now can have administrative procedures handled online.
The province’s 2024 Public Administration Reform (PAR) Index was 88.18%, up 1.42 percentage points from the previous year. Although it dropped two places to rank 37th out of 63 localities, its Satisfaction Index (SIPAS) rose by nearly 2 percentage points to 84.08%, moving up nine ranks to 25th nationwide.
Authorities attributed these gains to consistent efforts in leadership and innovation. The province maintained a top-tier position in administrative management and significantly advanced in the development of digital government, rising nine places to 10th in the country in this component.
Despite socio-economic challenges and limited awareness among ethnic minorities, the province has promoted digital transformation (DX) through grassroots-level initiatives. Nearly 1,500 digital technology community groups (DTCGs) have been established across communes and villages, helping residents, especially vulnerable groups adapt to digital services.
The province has also prioritised expanding broadband and 4G coverage, with 100% of communes connected to fiber-optic internet and mobile coverage reaching over 96% of the population.
Key platforms and shared IT systems are operational across all three levels of government, with over 85% of administrative applications submitted online. Electronic document exchange and digital signature systems have been deployed province-wide, and more than 13,000 civil servants now use official email accounts, with 80% engaging in regular digital communication.
The province is also advancing in areas such as online public services, smart tourism maps, e-health records, and rural development using digital tools. These efforts are central to enhancing governance, simplifying procedures, and improving service quality for the public.
According to provincial officials, building a digital government remains a strategic priority and a key driver of the province’s socio-economic development in the time ahead.
