Administrative reform has been defined as a priority and breakthrough strategy by the Party Committee and People’s Committee of Lac Thuy district, serving as a cornerstone for effective governance at all levels and sectors.

Right at the start of 2024, the district People’s Committee issued clear guidelines to facilitate administrative reform. Agencies and units were urged to proactively develop their implementation plans.

Efforts to raise awareness about administrative reform have been bolstered through diverse initiatives, including training sessions, communication campaigns, and updates on the district’s online portal. The drafting and issuance of legal documents adhered strictly to approved procedures. In 2024, the district People’s Committee issued one legal document outlining the position, functions, tasks, powers, and organisational structure of the district Inspectorate. Additionally, 17 legal documents within the jurisdiction of various agencies and units were reviewed, with 15 kept unchanged and one replaced.

At present, all administrative services at the district and commune levels have been made public at the offices for request receiving and responding and at the localities’ online portals. Moreover, all services have been integrated into the province’s online public service portal at https://dichvucong.hoabinh.gov.vn.

Administrative procedures, feedback, and updates on reforms are displayed clearly and accurately at offices for request receiving and responding and on the district's online portal. This transparency ensures that residents and organisations can easily access, understand, and complete procedures, while also safeguarding their rights. The system also supports the monitoring of administrative processes by officials and civil servants.

In 2024, the district recorded over 7,000 administrative requests, of which 2,221 were submitted online. Among these, 1,815 requests (99.3%) were resolved on or ahead of schedule, while 12 (0.7%) exceeded the deadline. An additional 394 requests are still under review.

At the commune level, 4,782 requests were received, including 4,693 online submissions (98.1%). Of these, 4,743 requests (99.5%) were resolved on time or early, with 23 (0.5%) overdue. Sixteen requests are currently in process.

However, the implementation of online public services remains hindered by challenges such as inconsistent integration across ministries and sectors, limited IT infrastructure, and fragmented software systems. The lack of a unified national data-sharing framework has further impacted the quality and timeliness of public service delivery.

Nguyen Van Hai, Chairman of the Lac Thuy district People’s Committee, emphasised that administrative reform remains one of the district's three key breakthroughs. To meet its reform objectives, the district will focus on improving the drafting, issuance, inspection, and review of legal documents and enhancing the supervision of law enforcement.

Communication efforts to raise awareness of administrative reform will be enhanced along with maintaining support systems to assist residents with administrative procedures, expanding the implementation of online public services and promoting collaboration among agencies, units, and commune-level People’s Committees.

Additionally, the district will focus on fostering a disciplined administrative environment, improving workplace culture, and advancing digitalisation to streamline the handling of administrative procedures.
