Hoa Binh city considered production development and locals’ income improvement as a lever for new-style rural area building. During 2011-2018, the city carried out measures to develop agriculture and rural areas, with the focus on guiding seven communes to implement projects to expand production and improve people’s incomes on the basis of potential and advantages of each locality in order to form concentrated cultivation areas and create advantageous products and specialties such as cow raising project, vegetable cultivation project, and projects to grow Lingzhi mushroom, guava, longan and citrus, or breed fish in cages in Da river.
Developing production in a correct way contributed to raising locals’ incomes and reducing the poverty rate in rural areas. Per capita income in rural areas increased from 15.8 million VND per year in 2011 to 38.84 million VND in 2018, and the poverty rate was brought down to 1.31 percent.
