(HBO) - Viewing administrative reform as one of the key and regular tasks, Lac Thuy district of Hoa Binh province has changed its mindset and working method to build a modern, professional, friendly and effective administrative system.


 

A person in Thong Nhat commune (Lac Thuy district) has his documents handled via the commune’s single window unit.

The announcement of administrative procedures has been strictly carried out in departments, units, communes and townships under the guidance of the provincial People’s Committee.

The People’s Committee of the district has announced 254 administrative procedures in 10 fields under its jurisdiction on its portal and at the in-charge unit. The single window unit at the district level can address 18 procedures while the commune level 13. A total of 377 procedures are handled via the single window mechanism.

The district has stepped up the application of information technology (IT) in the workplace. The link and reception of documents between the People’s Committee of the district and its affiliates, communes and towns via a management software have proved effective, raising the quality of administrative reform.

In the first six months of 2021, the unit which processes administrative procedures of the district received 6,713 documents and handled 6,664 of them. Most of them were processed on schedule.

To support the building and development of the e-administration, Lac Thuy has bolstered IT infrastructure development and application of IT to ensure efficiency in the operation of State administrative units. Agencies and units have proactively switched to digital methods.

In the first half of 2021, the district issued 5,084 e-documents and the rate of documents sent with digital signatures hit 99.95 percent.Meanwhile, nearly 65.8 percent of e-documents were issued alongside paper copies.

Chairman of the Lac Thuy People’s Committee Nguyen Van Hai said that to make strides in administrative reform and business climate improvement, thereby creating a driving force for the district’s socio-economic development, Lac Thuy will continue to devise measures aiming to reduce processing time for administrative procedures and raise public service users’ satisfaction.

Boosting IT application and development will serve as a foundation to improve the effectiveness of State administrative units, towards the building of a modern and transparent administration system for local people and firms.
