The event also saw the participation of deputy
head of the Party Central Committee's Commission for Mass Mobilisation Nguyen

PermanentDeputy Secretary of the provincial Party Committee,
andChairman of the provincial People's Council Bui Duc Hinh; Deputy
Secretary of the provincial Party Committee andChairman of the provincial
People's Committee Bui Van Khanh; representatives from the Vietnam Fatherland
Front(VFF)Committee and the National Assembly Delegation of the
province, and Tan Lac district's officials.

Over 92% of the population of Phong Phu commune
is Muong ethnic people - the area is the cultural cradle of the Muong Bi
region.
Inheriting and promoting the revolutionary
tradition, in recent years, the communal authority has focused on building,
expanding, and effectively upholding advanced models and examples in the
movement to protect national security in a manner suitable to the local
context. No hotspots of criminal activity, drugs, or social evils have been
reported in the locality.
Notably, Phong Phu commune has been removed from
the list of areas with complex security issues. Many villages, communes,
agencies, businesses, and educational institutions are now safe in terms of
public order and security. With these achievements, Phong Phu is one of the
first two communes in Tan Lac district to be recognised as a new-style rural
area.
Addressing the event, Minister Quang commended
the commune for its achievements in the "All people's security safeguarding”
movement of Hoa Binh in general, and in the commune and Tan Lac district in
particular.
He suggested the Party Committee and authorities
of Hoa Binh build on the results already achieved, and continue to focus on
leadership and direction to effectively implement the movement of national
security protection in connection with other patriotic emulation movements; and
fostering the forces to protect public order and security at the grassroots
level. The minister also underlined the need to promptly commend typical
examples in the movement.
The provincial police must uphold their sense of
responsibility and fulfil their tasks of ensuring local security and order, so
that all people can live in happiness and safety, the officer said.
In his speech, Deputy Secretary of the
provincial Party Committee andChairman of the provincial People's
Committee Bui Van Khanh said in recent years, Party committees and authorities
at all levels in Hoa Binh have focused on renewing the content and form of
organising the annual festival, ensuring practicality and effectiveness.
He suggested the authority of Tan Lac district
in general and Phong Phu commune in particular continue to strictly and
effectively implement the directive documents on ensuring security and order
and strengthen the movement.
The police force needs to proactively grasp the
situation of local security and order, at the same time, closely coordinate
with departments, sectors, and organisations and mobilise the strength of the
people.
At the festival, the Ministry of Public Security
presented insignias to seven individuals, and certificates of merit to a
collective and an individual. The Ministry of Public Security also presented
gifts to the People's Committee of Phong Phu commune and 10 gift packages to
families with difficult circumstances in the commune.
In 2016, Yen Tri commune in Yen Thuy district was recognised as a new-style rural area in 2016, an advanced new-style rural area in 2020 and a model new-style rural area in 2021, respectively. It is the first and only commune in the province meeting the criteria for model new-style rural areas.
Aside from engaging in agricultural sector, there still some non-agricultural occupations that are suitable for women, especially ethnic minority women in rural areas. Based on the demand of learners, agencies and units in Yen Thuy district have implemented vocational training programmes that associate with employment opportunities and meet demand of labour market.
Over recent years, the People's Committee of Lac Son district has implemented various policies to support vocational training in traditional industry cooperatives, especially in ethnic minority areas. As a result, many households have get rid of poverty. Vocational training and startup support projects have also helped create numerous new jobs, increase income for workers, improve living conditions, and create conditions for sustainable development in the ethnic minority areas of the district.

With a determination to start the construction of the Hoa Binh-Moc Chau expressway’s section crossing Hoa Binh before September 2, the Party Committees and administrations at all levels of Da Bac district have focused on site clearance to hand over the clean site to the project as scheduled.
Hoa Binh province’s public administrative service centre has implemented the "people and business-centred administration” model since 2018. It has been equipped with modern equipment, including an automatic ticketing system, surveillance cameras, computers, scanners, and software so that administrative procedures have been settled and results returned in a timely manner.
