Once lacking recreational spaces and community facilities, Residential Group 2 in Quynh Lam Ward (Hoa Binh City) has recently received attention for the construction of a new, spacious, and fully equipped cultural house. The project followed the model of state support combined with public contributions in both labor and funding.

As the summer heat fades, residents often invite one another to the cultural house to relax, socialize, and engage in physical activities. Mr. Nguyen Van Thanh, a member of the local Elderly Association, shared: "The cultural house is set back from the main road, providing a quiet and safe space, so many older residents come here for walks and exercise.” Children on summer break also have a designated play area, equipped with outdoor sports facilities. The space is most lively in the late afternoons, when women and youth gather for soft volleyball matches - a way to stay healthy while strengthening neighborhood ties.

In addition to the outdoor area, the group also makes use of adjacent facilities belonging to the ward’s larger cultural center, helping attract children from both within and outside the group to join beneficial sports activities in a wholesome environment. Tran Duc Phuc, from Residential Group 6 in Quynh Lam Ward, said: "Although I live in a different group, I bike here almost every afternoon to play with the 1/6 Table Tennis Club of Hoa Binh City. When I get tired, I take a walk around the premises to relax and enjoy the fresh, clean air.”

Residential Group 2 consists of 193 households with a population of around 900, where the Muong and Kinh ethnic groups live together in harmony. In line with Resolution No. 49/NQ-HĐND, dated December 18, 2021, from the People’s Council, the City People’s Committee approved a project to allocate land for the construction, renovation, and expansion of cultural houses in hamlets and residential areas through 2025. Local authorities and the Party committee in Residential Group 2 actively campaigned to mobilize public support. As a result, residents agreed to contribute 70% of the total funding, with the remaining 30% covered by the State, to construct the new cultural house.

The project was completed and officially opened in March 2024. The community responded with excitement and pride, with representatives from all households attending the inauguration ceremony. According to Mr. Nguyen Van Luan, Secretary of the Party Cell of Residential Group 2, the cultural house was made possible not only by State investment but also through the efforts and contributions of officials, Party members, local residents, and support from organizations, individuals, and philanthropists.

With a total cost exceeding VND 800 million, the facility includes well-equipped cultural amenities and has a seating capacity of nearly 200. It now serves as a venue for community meetings, dissemination of Party policies and State laws, cultural performances, physical exercise, and sporting events. In recent months, several notable programs have been held there, including a cultural exchange with the Intergenerational Club of Bui Hamlet, Nhan Nghia Commune (Lac Son District); friendly volleyball matches with teams from Ky Son Ward; and a networking and experience-sharing session with the Veterans Association of Yen Trung Commune, Yen Phong District (Bac Ninh Province).
