With an increasingly vibrant and widespread emulation movement aimed at building cultured residential areas and cultured families, Yen Thuy District has been making steady progress toward improving both the material and spiritual well-being of its people, while fostering a civilized, prosperous, beautiful, and progressive community.

The cultural house of Ho Long hamlet, Ngoc Luong commune (Yen Thuy) has been spaciously built, is effectively utilized and meets community activity needs.

Comrade Tran Trung Kien, Head of the Department of Culture, Science, and Information of Yen Thuy District, stated: In recent years, the emulation movement to build cultured residential areas and cultured families has been implemented alongside major national campaigns and movements such as: "The entire country joins hands to build new rural areas"; "joining hands for the poor – Leaving no one behind"; "Green – Clean – Beautiful – Labor Hygiene and Safety"; "Public employees emulate the practice of office culture"; "Public employees say no to corruption and negativity"; "Day for the Poor"; promoting a civilized lifestyle in weddings, funerals, and festivals; combating social evils; and building traffic culture.

In addition, the district has focused on disseminating information to residents about the standards, benefits, and procedures for being recognized as cultured residential areas and cultured families. All levels of government, particularly at the commune level, actively inspect and evaluate compliance with these standards, helping raise public awareness and encouraging voluntary participation.

The movement to build cultured families continues to receive close attention and leadership, and it is widely supported and embraced by local residents. The annual Great National Unity Festival in each residential area also provides an opportunity for households to register for these titles. The criteria for becoming a cultured family are voluntarily adopted and have gradually become part of daily life, creating a healthy cultural environment within each household.

At the same time, to meet and exceed the cultural infrastructure criteria under the National Criteria for New Rural Development, especially the construction of cultural houses or cultural and sports venues in hamlets and villages - the District People’s Committee has approved the project: "Support for the Construction, Repair, and Upgrade of Hamlet and Neighborhood Cultural Houses for the 2021–2025 Period.” The project includes support for 80 cultural houses with a total budget of over VND 8.3 billion. Currently, the district comprises 112 hamlets and neighborhoods, with all 11 communes and towns equipped with cultural houses, along with one central district-level cultural house. These facilities have significantly improved venues for hosting meetings and organizing political, cultural, artistic, and sports activities. Additionally, under Project 6 of the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas, 31 cultural houses have been equipped with sound systems, and 39 hamlets and neighborhoods have received sets of outdoor sports equipment.

Local sectors and mass organizations have aligned their missions with related movements and campaigns such as: "Good Teaching – Good Learning”; "Building Green – Clean – Beautiful Schools”; "Elderly as Role Models”; "Outstanding Farmers in Production and Business”; "Building the Image of Modern Vietnamese Women”; "Building Families with Five No's and Three Cleans to Promote Vietnamese Family Values”; "Studying, Working, and Innovating among Public Officials”; "All People Exercise Following the Example of Uncle Ho”; "Exemplary Veterans”; and "Vietnamese Youth Live, Fight, Work, and Study Following Uncle Ho's Example,” along with campaigns to build a healthy cultural environment within the armed forces.

In 2024, Yen Thuy District recorded 16,122 out of 17,748 households (90.86%) achieving cultured family status, and 97 out of 115 residential areas (84.35%) earning the title of cultured KDC. According to the Head of the District Department of Culture, Science, and Information, despite these positive results, certain shortcomings remain. For example, the process of registration, review, and recognition of cultural titles in some communes, agencies, and units has not been carried out in a timely or standardized manner.

To build on the results achieved and further develop a civilized living environment with improved public order and enriched cultural, sports, and recreational activities for the community, the district will continue integrating the emulation movement into the five pillars of the campaign "All People Unite to Build New Rural Areas and Civilized Urban Areas.” The district also aims to identify and promote exemplary individuals and advanced models in all areas of social life, while further mobilizing resources to invest in cultural and sports facilities at the grassroots level.
