People in Xuan Phong commune (Cao Phong) is taking part in the musical performance at Nhi pagoda festival.

Up till now, there has been has eight out of ten hamlets gaining the title of the cultural village and 560 out of 820 households gaining the title of the cultural families in the whole commune. The contents and standards to recognize the title of the cultural families have contributed an important part in improving the quality of life. Many families, which were previously in difficult situations in terms of economy, leading to conflicts, now have had a stable life. The family members love, protect and help each other to get progress.

Xuan Phong is a difficult area of ​​the district. However, the appearance of the commune has gradually changed thanks to good implementation of the movement "All people unite to build a cultural life". One of the most obvious changes of the movement is that people's lives are increasing in all aspects. Backward customs are gradually removed. 100% of villages have built residential areas. Implementing the civilized lifestyle in the wedding and the funeral has gradually gone into order. The ceremonies are simple, solemn and economical. The commune has erased the temporary and bamboo houses with leaking roofs. 95% of households have used hygienic water. 100% of households have had audio and visual facilities. The people have raised their sense of self-awareness in the prevention and control of  the social evils. They have trained and sensitized those who once made mistakes in their life and have returned to integrate into the community. They are actively taking part in the prevention and control of the drugs and prostitution. People's awareness of the keeping environmental sanitation has been gradually raised with the practical activities such as regular cleaning of the environment, clearing sewers, clearing dust, cleaning breeding cages. They do not raise cattle under the floor.

With the motto "State and people work together", the commune has 9 out of 10 hamlets built cultural houses in 2018.

Xuan Phong always pays attention to the preservation of the traditional cultural values ​​such as Muong ethic gong and folk songs. Currently, there are more than one hundred gongs in the commune. Each hamlet has a gong team to teach and perform gongs on holidays and Tet festivals. The historical relics of Ru, Nhuong and Chua pagodas are paid attention by the commune authorities and invested in remodeling to serve the needs of people and visitors from different parts of the country and abroad. Cultural and artistic activities have contributed to preserving and promoting the good traditional cultural values ​​of the locality.
