In Lac Son district, there currently are nearly 33,700 children, of which, 298 children have special circumstances, over 10,300 children are at risk of falling into special circumstances, 220 children live in the families whose parents work far away, 550 children who are fatherless or motherless. In recent years, the work of child care and education has always been carried out by Party committees and the appropriate authorities at all levels from the district to the grassroots level.
In order to ensure that all senior citizens can enjoy a warm Lunar New Year Festival (Tet), the administration of Hoa Binh and the Vietnam Association of the Elderly (VAE) at all levels in the province have implemented many practical activities to care for them.
In the afternoon of January 12th, at the People's Committee of Mai Chau district, Vietnam Social Insurance organized a program to donate social insurance books and health insurance cards to the people in difficult circumstances in Mai Chau district. There was the attendance of Mr. Nguyen The Manh, the Secretary of the Party Committee, the General Director of Vietnam Social Insurance; the leaders of the District’s Party Committee, People's Council, People's Committee, Fatherland Front of Mai Chau district and the sponsors, including the branches of several banks in Hoa Binh: Agribank, BIDV, Vietinbank, Vietnam Petroleum Insurance joint Stock Company (PVI), Vietcombank, the Provincial Post Office.
Ngo Luong is a highland commune of Tan Lac district, it is about 30 km from the district’s center. There are has 351 households in the commune, with 1,703 people, of which Muong ethnic group accounts for over 90%. Implementing Resolution No. 03-NQ/TU of the Provincial Party’s Executive Committee on the leadership in the socio-economic development of the ethnic minority and mountainous areas in the period of 2021 - 2030 , the Party Committee and the authorities of Ngo Luong commune have promoted their internal strength, taking advantage of the resources from the National Target Program (NTP) to take care of ethnic minorities.
The Department of Education and Training of Hoa Binh province organised a conference to review its performance in 2023 and the first semester of the 2023 - 2024 school year as well as launch tasks for 2024 and the second semester of the 2023 – 2024 school year. The new Nhun hamlet in Yen Phu commune, Lac Son district is one of the eight resettlement areas in the Canh Tang reservoir project, while the old Nhun hamlet is now submerged. The hamlet, about three kilometres away from the commune’s centre, is now home to more than 100 households.

In mid-October, Ha Van Sem (born in 1959), a Thai ethnic and a member of the farmers’ association of Na Chieng hamlet, Na Phon commune (Mai Chau), was the only representative of Hoa Binh province to be named in the top 100 outstanding farmers nationwide
Over the past time, administrations at all levels, agencies and the society have paid attention to and joined hands to carry out solutions to help the elderly live joyfully, happily and healthily, creating conditions for them to fully enjoy initial health care policies, periodic health examinations, free health counselling and free medicines.
On these days, temperatures in Quyet Chien and Ngo Luong communes of Tan Lac district have dropped to very low levels at night and in early morning. To protect students’ health, schools in local mountainous areas have carried out various measures to keep students, especially kindergarten ones, warm.
The provincial association of the elderly on December 25 organised a conference to review the operation of the fund for care of elderly during 2018-2023 and roll out tasks in 2024.
According to survey data on the multi-dimensional poverty line of Lac Son district by 2022, the poor households account for 19.32%, the near-poor households account for 17.49%. Of these, more than 900 households in difficult circumstances need attention, housing support and capital help to develop production, stabilize their lives and escape poverty sustainably.
Thong Nhat commune (Lac Thuy) has a large area with a large population, and the people's legal knowledge is still limited. To maintain a safe and stable area, the communual government has focused on promoting the socio-economic development associated with the movement "All People Protecting National Security”. In recent years, the job creation work in Lac Thuy district has prospered. The district has coordinated with the relevant units to organize a job exchange, creating the conditions for employees, the members of Youth Communist Union and the young people who want to find jobs, to access and learn about labor recruitment information of the companies and businesses to find jobs inside and outside the province, exporting labor in accordance with qualifications and skills. Thereby, it helps enhance the responsibility and awareness of the the community towards employment, and at the same time, it helps strengthen propaganda about employment and vocational training, consulting, enrollment, career guidance, and attracting employees to participate, create jobs, increase income and stabilize life.
In the cold weather of the last days of the year, the atmosphere to celebrate Christmas takes place in joy and excitement. The churches are brightly decorated with red, white, and green colors, symbolizing the Christmas child. Hymns, music and bustling congratulatory prayers bring people closer together towards the desire for peace and happiness. like many other localities, these days the churches in the province are bright, sparkling with color and filled with Christmas atmosphere.
In 2023, Hoa Binh province focuses on implementing solutions to determine employment for workers, such as: Promoting consulting and job introduction; support 50 businesses inside and outside the province to recruit workers; focus on market development, connecting labor supply and demand; strengthen information and propaganda about loan programs to work abroad with contracts and employment support loans; announcing job information and labor recruitment of businesses inside and outside the province... Thereby, supporting workers to quickly return to the labor market.
A supervisory delegation of the Ministry of Labour, Invalids and Social Affairs (MoLISA) led by Deputy Minister Le Van Thanh examined the implementation of the national target programme on sustainable poverty reduction for the 2021 - 2025 period in Hoa Binh province on December 18.
Implementing the vocational training and supporting farmers, in 2023, the Farmers' Unions at all levels in the province surveyed the vocational training needs and coordinated to organize the opening of 171 vocational classes for 4,423 farmer members of the ethnic minorities; Consulting and introducing 3,987 vocational trainees to jobs, earning from 5 - 7 million VND a month.
